Towards an RDA Community of Practice in Earth and Environment:
Co-implementing FAIR across E&E Data Infrastructures

The Earth and Environment (E&E) Community (spanning science, operations, socio-economics, industry, and countless other sectors) is highly interdisciplinary, and relies heavily on cooperation and data reuse to deliver knowledge and guide global action. Research data (RD) is at the core of understanding and monitoring our planet, and thus the E&E Community has developed cutting-edge digital capacity in this domain. While many of the community’s RD solutions have been adopted across regions, most are localised nationally or within disciplines, maintaining – and at times generating – data siloes which impede global missions. A root cause of this scenario is the reluctance of stakeholders to adopt external standards or concrete interoperability architectures due to concern that investment in such measures may be nullified by the next wave of unexpected or uncoordinated innovation or conventions. Thus, an open CoP – within the framework of the RDA – is needed to help the E&E Community bridge strategy, innovation, engineering, and operations around common goals and applications, promoting collective action and alignment at all levels. This E&E CoP would 1) agree on mechanisms to sustainably and equitably network data infrastructures and the personnel that run them and 2) facilitate coordinated implementation and co-development of practically-focused interoperability systems.
